GLOBAL CALL FOR EXPRESSIONS OF INTEREST (EOI)
Join the Pan-African Expert Pool (PAEP)
The Pan African Institute for Development – East & Southern Africa (PAID-ESA) invites highly qualified experts, consultants and technical specialists from Africa and across the world to express their interest in joining the Pan-African Expert Pool (PAEP) a pre-qualified international roster established to mobilise high-level expertise for consultancy, research, training, technical assistance, policy advisory, institutional capacity development, programme and project implementation, evaluation, and other specialised assignments. Inclusion in PAEP provides eligibility for consideration for relevant assignments as needs arise and does not constitute an offer or guarantee of employment or contractual engagement.
One Expert Profile. Multiple Areas of Engagement.
Register once and select the types of assignments that match your expertise and interests. Your PAEP profile may then be considered for relevant opportunities as they arise, and you will only be contacted about the areas of engagement you have selected.
- Consultancy & Technical Assistance
- Research, Studies & Policy Analysis
- Training, Facilitation & Capacity Development
- Professional supervision of Thesis/Reports
- Programme & Project Design and Implementation
- Curriculum development

Africa’s development challenges are rooted in local realities. PAEP connects global expertise with professionals who understand the countries, communities and contexts in which solutions must work.
Your Global Perspective and Field Experience Are Valuable Expertise
Unlike conventional expert rosters that often capture only nationality or country of residence, PAEP recognises the value of contextual and field-based experience. It therefore captures three distinct dimensions of your international profile: your nationality, your current country of residence, and the countries in which you have acquired substantive professional or field experience.
Unlike conventional expert rosters that often focus solely on nationality or country of residence, PAEP recognises the importance of contextual knowledge and field experience. It therefore captures three distinct dimensions of your international profile: your nationality, your current country of residence, and the countries in which you have gained substantial professional or field experience.
Your working languages are recorded individually, together with your level of proficiency in each. Language capabilities form an integral part of your professional profile and are considered alongside your technical expertise, sector experience and geographic knowledge when identifying experts for specific assignments.
Who we are looking for
PAEP values demonstrated expertise, practical experience and the ability to deliver results above professional titles alone. If your experience aligns with one or more of our areas of expertise, we encourage you to register. Experts are identified and matched to opportunities based on their competencies, sector experience, geographic knowledge and assignment requirements not simply their current job title.
- Professors, Lecturers, Researchers and Academic Experts, including Emeritus Faculty
- Independent Consultants, Advisers and Technical Specialists
- Professionals from Government Ministries, Public Institutions, Regional and International Organisations
- Development, Humanitarian and Civil Society Professionals
- Private-Sector Professionals, Industry Experts and Technical Practitioners

Frequently asked questions
Is this paid work?
Assignments are agreed individually — terms depend on the engagement, the funder and the scope, and are discussed when we approach you. Registering itself costs nothing and commits you to nothing.
Will I be contacted?
Not necessarily. The register is searched when a specific need comes up, so it depends on whether your expertise, languages and country experience match what is being asked for. Some people will hear from us often, others rarely.
Do I need to be an academic?
No. A good share of the people we need are practitioners rather than academics. Where a specific qualification is required, that forms part of the conversation about the assignment.
Who can register?
Anyone with professional expertise relevant to development, public administration, research or higher education. There is no restriction on nationality or country of residence, and you do not need an existing connection to PAID-ESA.
What happens to my information?
It is held by PAID-ESA and used to identify people for teaching, research and consultancy assignments. The register is not public and is not shared as a directory; when a partner asks about a specific need, we approach you first.
Can I update or remove my record later?
Yes. Confirming your email gives you a private link to your own record, which you can use to update your details or ask for the record to be removed. Removal takes effect immediately.
Five minutes to register. Expertise that remains within reach for years.
Registration is free and entails no commitment. Every submission is individually reviewed by PAID-ESA. Your information remains confidential and is never made publicly available. You may update your profile or withdraw from PAEP at any time.
