Inclusive development requires more than well-designed projects; it demands programmes that recognise diversity, address inequalities, and ensure that women, men, girls, boys, and marginalised populations participate equitably in development processes. Across Africa and globally, governments, international organisations, and development partners increasingly recognise that sustainable development outcomes depend upon integrating gender equality, social inclusion, and evidence-based project management throughout the project cycle.
The Bachelor of Science (B.Sc. Top-Up) in Gender and Project Management at the Pan African Institute for Development – East and Southern Africa (PAID–ESA) prepares graduates to become development professionals capable of designing, implementing, monitoring, and evaluating projects that are inclusive, sustainable, and responsive to the needs of diverse communities.
Building upon more than 60 years of Pan-African academic excellence, the programme integrates gender studies, project management, monitoring and evaluation, resource mobilisation, leadership, public policy, human rights, social accountability, corporate social responsibility, and applied research into a multidisciplinary curriculum aligned with international development priorities.
Students develop practical competencies through gender analysis, project planning exercises, logical framework development, monitoring and evaluation simulations, stakeholder engagement, policy analysis, field-based learning, project appraisal, proposal development, applied research, and professional mentoring.
Particular emphasis is placed on mainstreaming gender throughout the project cycle, applying evidence-based planning tools, strengthening accountability, promoting inclusive governance, mobilising resources, and ensuring that development interventions contribute to sustainable and measurable impact.
Graduates leave the programme equipped to lead multidisciplinary teams, advise governments and development partners, strengthen institutional capacity, and manage projects that advance gender equality, social justice, economic empowerment, environmental sustainability, and resilient communities.

Program Objectives
- 1Upon successful completion of the programme, graduates will be able to: Design and manage gender-responsive development projects that promote social inclusion, equity, and sustainable community development.
- 2Apply gender analysis, project management, monitoring and evaluation, resource mobilisation, and stakeholder engagement tools to improve development outcomes.
- 3Provide strategic leadership in integrating gender equality, human rights, social accountability, and sustainable development into public policies, organisational programmes, and institutional practices.
Expected Outcomes
- Upon successful completion of the programme, graduates will be able to conduct gender analyses; mainstream gender throughout the project cycle; design inclusive development projects; apply Results-Based Management; conduct project appraisal; develop monitoring and evaluation systems; lead multidisciplinary project teams; mobilise resources; promote gender-responsive governance; integrate human rights into development practice; apply the Logical Framework Approach; and conduct professional development research.
Target Audience
- Ideal for holders of a recognised two-year university qualification (Bac+2) seeking admission into Level Three (L3) to complete a Bachelor's degree in Gender and Project Management, as well as professionals working in development organisations, NGOs, humanitarian agencies, public institutions, local government, community development, gender programmes, project management, monitoring and evaluation, and social development.
